This video explains in detail how and why scratch lines in the first coat of plaster weather wavy or horizontal with a Scratcher or Scarifier make little difference.
One fact does indeed make a difference. The scratch line should never be vertical.
This horizontal scratching provides what we call in the plastering industry a key, to create a natural mechanical bond between both the scratch coat and the brown coat, or what is referred to as the second coat of stucco.
The stucco surface is very rough with horizontal lines running through it which are made from a scarifier (aka scratcher) tool. The scratch coat allows the next coat (brown) to be applied over it and the roughness provides a great mechanical bond, on top of the chemical bond that takes place as well.
FYI, The first coat of Stucco/Plaster should be a very thin coat of about 5mm thick. There is no need to scratch right down to the original wall surface, just deep enough to provide a key for the second coat.
